The Indian Health Service, Navajo Area, Shiprock Service Unit located in Shiprock, New Mexico, intends to restrict competition and negotiate an award with The Pitney Bowes Bank, Inc. (UEI: V5E8DNCCNH69) for prepaid funds for postage. When the meter needs postage, funds are drawn from this pre-funded account and are downloaded directly to the leased Pitney Bowes mail meter/device.
The anticipated period of performance is a base period of one year from the date of award with four (4) consecutive 12-month periods following the base period, up to 60-months total or five (5) years. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 491110 – Postal Service with a Small Business Administration size standard of $9.0 million.
This Notice of Intent to Restrict Competition is not a request for quotations and a solicitation will not be issued in conjunction with this Notice of Intent. In accordance with 5.101(c)(4)(vii)Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than 10:00 AM (MST) on 01/30/2026 via email to Dallas.Begay@ihs.gov.
A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
