The Navajo Area Indian Health Service, Kayenta Service Unit (KSU) in Kayenta, Arizona 86033, intends to negotiate a non-competitive firm-fixed-price award to College of American Pathologists, UEI #: C23QW5U7MQB6, Address: 325 Waukegan RD, Northfield, Illinois 60093-2750 for proficiency test survey kits and proficiency testing services for continuing accreditation of Clinical Laboratory services and a Clinical Laboratory Improvement Amendments (CLIA) requirement to maintain enrollment in a program for the Laboratory Department, Kayenta Health Center in Kayenta, AZ 86033. Period of performance: date of award up to (1) year.
The award will be a sole source procurement awarded to College of American Pathologists in accordance with RFO 12.102(a), for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. The Contracting Officer (CO) may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available which, in this case, is based on proprietary data and licensing rights regarding the Proficiency Testing Kits and services. No other awardee can meet the Government’s requirement.
This notice is not a solicitation or a request for offers. Any potential sources other than College of American Pathologists, may submit a capability statement via electronic mail to Flora Washington, Contract Specialist, at flora.washington@ihs.gov by 5:00pm MST on Wednesday, January 19, 2026.
Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Oral communications are not acceptable in response to this notice.
A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
