The Defense Health Agency (DHA), Defense Health Agency Contracting Activity (DHACA), 808 Schreider Street, Fort Detrick, MD 21702, in support of the United States Army Institute of Surgical Research (USAISR) is issuing this notice of intent to procure items via Sole Source negotiation through the award of a Blanket Purchase Agreement (BPA) to Midwest Research Swine, LLC. Under the contemplated award, Midwest Research Swine, LLC, 3413 11th Street E, Glencoe, MN 55336-3400, will provide High Health Status Yorkshire-cross and Duroc research swine. This is a follow-on award to W81XWH-21-A-0004 which was performed by Midwest Research Swine, LLC. Request for Information (RFI) HT9426-26-RFI-WS01 was posted on https://sam.gov from 21 November 2025 to 03 December 2025 with one unqualified response.
The North American Industry Classification System (NAICS) for this requirement is 112210 with a size standard of $4.0 million.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by Thursday, 18 December 2025 at 12:00PM Eastern Standard Time in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with preparing responses to this notification.
