The National Aeronautics and Space Administration’s (NASA) Glenn Research Center (GRC) has a potential requirement for the extension of the Test Facility Operations, Maintenance, and Engineering Services II (TFOME-II) contract. The potential extension period is from January 1, 2026, through March 31, 2026.
TFOME-II services include the engineering and technician support, manufacturing and development support, and the operations, maintenance, inspection and certification support services needed to conduct aeronautics and space related testing in GRC test facilities and laboratories. The test facilities and laboratories covered support by TFOME-II include wind tunnels, engine altitude chambers, engine component facilities, space simulation chambers, zero gravity facilities, instrumentation research and development (R&D) laboratories, materials and structures R&D laboratories, clean rooms, and rocket test facilities. The GRC test facilities and laboratories are located at Lewis Field, in Cleveland, Ohio, and at the Armstrong Test Facility (ATF), in Sandusky, Ohio.
If needed, NASA GRC intends to issue a sole source extension to the current TFOME-II services contract holder, HX5 Sierra LLC (HX5 Sierra), to continue these services. Only HX5 Sierra has the capability to provide the essential and ongoing support services with no lapse in service, which requires a familiarity and understanding of the unique NASA test facilities, an on-site trained and certified engineering and maintenance staff, and knowledge of the policies and procedures required to safely support the operations, maintenance, and engineering services at GRC.
Currently, NASA GRC is in the process of phasing in TFOME-III, which is the follow-on contract to TFOME-II. However, the TFOME-II extension is necessary because the TFOME-III phase-in is not anticipated to be completed prior to the TFOME-II’s period of performance end date.
Interested organizations may submit their capabilities and qualifications to perform the effort via email to John Christel (john.a.christel@nasa.gov) not later than 3:00 pm EST on December 2, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
