1. Introduction
The USACE Seattle District intends to award a sole source contract to Waste Management (WM).
2. Description of Services
The proposed contract action is for refuse removal services consisting of 40 cubic-yard dumpster provision and scheduled refuse pick-up. The contract consists of a single Base Year and four (4) option periods. Service is to begin for the Base Year on 1 March 2026.

3. Authority
FAR 13.106-1(b)(1) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold.
4. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 10:00 PM Pacific Time on 22nd January 2026. Inquiries will only be accepted via email to brantley.w.dowell@usace.army.mil. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
