Quick Summary

The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a sole-source, Firm Fixed-Price contract to Cornell University (eCornell) for a Leadership Development Certificate Program. This is a Notice of Intent, not a request for competitive quotes. Interested parties may submit capabilities statements by March 19, 2026, 12:00 PM ET to challenge the sole-source determination.

Purpose & Context

NSWCCD requires a specialized Leadership Development Certificate Program. The government has determined, under FAR Part 13.106-1(b), that eCornell is the only reasonably available source. This decision is based on eCornell's proprietary "CCD Certificate Program," which was developed in partnership with NSWCCD to provide tailored leadership, conflict management, and innovation skills specifically for Combatant Craft personnel. Market analysis indicates this unique curriculum and custom certificate program is not available from other sources.

Scope of Work

The program will consist of six online/virtual, self-paced courses, each designed for a maximum of 18 students. Courses must be accessible for two weeks after initial access, with all required materials provided electronically. Key deliverables include a dedicated NSWCCD program page with course details, progress reports for each student (A001), and completion certificates (A002). Instructors are required to be subject matter experts.

Contract Details

  • Type: Firm Fixed Price
  • Period of Performance: All training must be completed within nine months of starting, with training commencing within one month of contract award.
  • Delivery Period: April 16, 2026, to January 15, 2027.
  • NAICS Code: 611430 (Training/Curriculum Development)
  • Small Business Standard: $15 million

Submission & Evaluation

  • Response Due: March 19, 2026, by 12:00 PM ET.
  • Submission Method: Email capabilities statements to steven.besanko@navy.mil.
  • Content: Responses must include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, payment terms, and clearly indicate the quoter's capability to meet all specifications and requirements.
  • Evaluation: This notice is not a request for competitive quotes. However, all responses received by the deadline will be considered by the government solely for the purpose of determining whether to conduct a competitive procurement. If a competitive procurement were to proceed, evaluation would be based on Lowest Price Technically Acceptable (LPTA), conformance to solicitation, fair and reasonable price, and overall advantage to the Government, with technical capability assessed against minimum requirements.

Important Note

This is a Notice of Intent for a sole-source award. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the government.
