Sole Source Justification
ELG is deemed the only responsible source due to their unique role in developing the original 2014 AFGSC FIP assessments, analytical frameworks, and the Air Force Squadron Revitalization study. The current requirement necessitates methodological continuity, preservation of interpretive weighting, and longitudinal comparability to prior baselines, which relies on ELG's proprietary methodology and intellectual capital. Competition would introduce unacceptable risks of analytical distortion, degradation of longitudinal validity, and loss of comparability, posing a mission risk for AFGSC's nuclear deterrence role.
