Quick Summary
The U.S. Army Corps of Engineers (USACE) has issued a Notice of Intent to procure Siemens HVAC building automation and temperature controls systems on a sole source basis for the Chilled Water Plant Replacement and Utility Upgrades Project at the VA West Haven Campus. This action is authorized under FAR 6.103-1.
Scope of Work
The requirement is for Siemens controls to integrate the new chiller plant with the existing Siemens-controlled Combined Heat and Power (CHP) Plant and a new Boiler Plant currently under design. This integration will provide a single control option for the overall campus steam and chilled water generating equipment, allowing VA West Haven personnel to monitor all systems from one location.
The Siemens Controls building automation system involves a network of sensors and control devices for Mechanical, Electrical, Plumbing, and Telecommunications (MEPT) systems. The proprietary nature of the network necessitates Siemens controls to ensure fast, reliable communication and alarm annunciation. If not sole-sourced, a separate stand-alone system would be required for the new chiller plant, leading to significant complications for communication and future modifications.
This procurement will include the installation of various equipment such as sensors, controllers, actuators, communication protocols, and user interfaces. Specific part numbers are yet to be determined.
