The U.S. Property & Fiscal Office for Minnesota (USPFO-MN), Little Falls, MN intends to award a sole source, firm-fixed-price contract to the Minnesota Medical Association (MMA) located at 3433 Broadway St NE, STE 187, Minneapolis, MN 55413 for the provision of print and electronic media advertising through their existing medical professional media print and electronic platforms for medical officer recruitment. The primary objective is to reach the target demographic of medical students and currently licensed and practicing medical professionals, such as practicing nurses, doctors, physician assistants and behavioral health specialists, in Minnesota. This requirement is proposed to be a 12-month base year contract, plus four (4) 12-month option years, if exercised.
This acquisition is being conducted under the authority of 41 U.S.C. 1901 as implemented in FAR 13.501(a) Simplified Procedures for Certain Commercial Products and Services – Sole Source acquisitions, in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
Market research has indicated that the MMA is the only source able to provide this requirement with their existing long-established reach and connections with this large specific Minnesota target demographic.
This notice does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
