Statement of Work (SOW) / Performance Work Statement (PWS)

To enable Main Control Center (MCC) operators to maintain constant situational awareness and uninterrupted operational oversight by providing a modernized, ergonomic, and technologically advanced surveillance and control environment critical for the command's security and monitoring mission.

This SOW requires the modernization of the Main Control Center at Naval Consolidated Brig Miramar. Key components include:

• Ergonomic Desk Surveillance System: Integration of new computer towers and monitors with ergonomic workstations.
• Workspace Renovation: Complete renovation of the control center workspace to create a modern and efficient environment.
• Equipment Provision: The vendor must provide specific equipment, including:
  • Steel consoles and wall units (various sizes)
  • Fabric inserts
  • CPU dockers
  • Linear lift desks (84"W x 30"D)
  • Bullnose worksurfaces (36"x30")
  • Monitor arms and poles
  • Power distribution units (MDP1624403C)

Vendors may submit supporting technical documentation (product literature, specifications) to demonstrate that quoted equipment meets or exceeds essential characteristics.

• Delivery Date: No later than 30 days after award.

• Contract Type: Firm fixed price contract.

• Packaging: All items must be packed for domestic shipment to ensure safe delivery without damage, protecting against shock and vibration.

Notice of Intent (Sole Source)

This is a Notice of Intent (NOI) to award a sole source, firm-fixed-price contract to Wright Line LLC. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to procure an upgrade for the Main Control Center (MCC) at Naval Consolidated Brig Miramar (NBCM). This upgrade is necessary due to the current MCC operating with legacy systems and a non-ergonomic workspace, which impacts operator performance and mission effectiveness.

The contract will involve replacing outdated and non-ergonomic equipment to create a modern, efficient, and fully capable control center. The specific items to be procured include various sizes of steel consoles, modular walls, display walls, fabric inserts, trim pieces, CPU dockers, core skins, linear lift work surfaces, bullnose worksurfaces, monitor poles, and dynamic height adjustment arms. The existing prison security system relies on proprietary Wright Line control surfaces, necessitating this sole source award as alternative brands cannot guarantee compatibility within the current framework.

This is NOT a request for competitive quotes. However, interested sources must submit a capability statement demonstrating their management and technical capabilities, along with cost information. This statement must clearly show the capability to provide the required services and proof of being an authorized vendor. Capability statements are limited to 6 pages (8.5x11 inches) with a minimum 10-point font size.
