Justification for Sole Source
Action Target Inc. is identified as the sole responsible source due to their unique qualifications as the Original Equipment Manufacturer (OEM) of the entire, fully integrated firing range system installed at Goodfellow AFB in 2009. They possess exclusive proprietary knowledge of the engineering, control software, and safety interlocks. As the incumbent maintenance provider since 2008, they have unparalleled site-specific experience. Awarding to another source would necessitate interfacing with Action Target's proprietary equipment, potentially voiding the Government's warranty and leading to substantial duplication of cost and unacceptable delays. The acquisition is justified under 10 U.S.C. 3204(a)(1).
