Rationale for Sole Source
The existing FRCS infrastructure at NSA Annapolis is built upon a proprietary Siemens architecture. Utilizing non-Siemens equipment would necessitate a complete replacement of the existing front-end software, graphical user interfaces, and communication network. This would result in substantial cost duplication not recoverable through competition and unacceptable delays in critical facility control and energy management. The Siemens Desigo system is required for standardization, reduced training costs, decreased maintenance/parts inventory costs, and cybersecurity compliance (it holds an Authority to Operate (ATO) and meets U.S. Naval Academy IT Systems Division requirements). Market research (Sources Sought on SAM.gov, May 7, 2025) yielded no responses from other sources.
