NOTICE OF INTENT TO AWARD ROCKWALL SERVICE (MAINTENANCE)

Justification for Other than Full and Open Competition

This document justifies a sole-source procurement for Rockwall Service (Maintenance) for the 22nd Recruiting & Retention Battalion (RRB). The service is required for four mobile auto belay 25' rock walls used at community events to capture leads and enlistments.

Statement of Requirement (SOR)

To procure Rockwall Service (Maintenance) for mobile auto belay 25’ foot rock walls used at community events for special engagements to support recruiting efforts.

• Base Service (CLIN 0001): Includes service, travel, and training for the period 2026-2027 for four Rockwall units. This "Three Or More Product Service" involves on-site inspection and service for the four products at the customer's location on the same day.

• Service Details: Includes labor for Auto-belay cable replacements. Auto-belay cables are an additional charge. Additional service beyond cable replacement will incur extra charges for labor and parts.

• Inspection: An 83-point inspection and required annual OWM manufacturer's cable replacement for FOUR 2024 MW4 walls. An inspection report will be provided.

• Training: Training for up to 12 people is included.

• Cables: Requires 16ea Cables 2026 for FOUR MW4 walls, including specific components listed.

• Four option years (2027-2031) for 16ea - 65' Auto Belay Cable Assemblies per year.

• Each option year includes on-site service inspection for 4 walls, all at one location on the day of service.

• Includes an 83-point inspection of each rockwall and customer training.
