This Request for Quotation (RFQ) seeks proposals for a subscription-based Software as a Service (SaaS) platform providing labor market and economic analytics. The platform is intended for the U.S. Department of Commerce, specifically for the SelectUSA program, to attract and retain foreign direct investment by providing data and analytics on industry, occupation, and demographic trends at granular geographic levels. The government will not exercise supervision or control over the service provider.

• A subscription-based SaaS platform accessible via web browser, requiring no government-hosted infrastructure.

• Data and analytics on industry, occupation, demographics, workforce, supply chain, and economic trends at national, state, county, metropolitan, ZIP code, and custom regional levels.

• Capabilities for users to create, save, and modify custom geographic regions and analyze industries/occupations using standardized Federal coding structures (NAICS, SOC).

• Provision of workforce supply and demand data, historical data, future forecasts, wage and compensation information, and workforce education/credential data.

• Analysis of occupation-to-industry and occupation-to-education crosswalks, skills gaps, talent pipelines, and labor shortage analysis.

• Labor market information related to transitioning service members, veterans, and military-connected populations.

• Supply chain, industry cluster, buyer-supplier, or regional sourcing analysis.

• Regional economic impact analysis and scenario-based/"what-if" analysis.

• Ability to compare multiple geographic areas, industries, or occupations, and generate custom datasets, reports, charts, tables, and visualizations.

• Multiple licensed users with role-based access.

• User training, onboarding, help resources, and technical support.

• Regular updates to datasets and maintenance of current information.

• Operation in a secure cloud environment compliant with Federal information security, privacy, and records retention requirements.

• Provision of commercially available technical documentation, user guides, and product support materials.

• All required capabilities must be available at time of award, without reliance on future development or unavailable add-on modules.

• The contract will be a Firm-Fixed-Price Contract.

• The period of performance includes a 12-month base period and three 12-month option periods, totaling 48 months.

• Base Period: May 26, 2026 – May 25, 2027

• Option Period I: May 26, 2027 – May 25, 2028

• Option Period II: May 26, 2028 – May 25, 2029

• Option Period III: May 26, 2029 – May 25, 2030

• Offers must be submitted in electronic format only to abrister@doc.gov.

• Quotations are due by April 23, 2026.

• Communications and questions are due by April 20, 2026.

• Offers must be readable by Microsoft Word 2007, MS Excel 2007 (or later), or text-searchable PDF format.

• The evaluation criteria is Lowest Priced Technically Acceptable (LPTA).

• Technical acceptability will be evaluated on an overall basis, and all material capabilities described in the Statement of Work are considered mandatory.

• Pricing for option years should be fixed at the time of quotation.

• The document mentions NAICS code and small business size standard will appear elsewhere in the solicitation, and discusses various set-aside scenarios (small business, HUBZone, 8(a), etc.) and price evaluation preferences.
