Quick Summary

The Department of the Army, Mission and Installation Contracting Command (MICC) - Fort Hood, intends to award a firm-fixed-price contract on a sole-source basis to Transnet Communications LLC for 24-hour alarm monitoring services at the Carl R. Darnall Army Medical Center (CRDAMC) and its three community-based clinics in Fort Hood, TX. This notice is not a request for competitive quotes.

Scope of Work

The requirement is for 24/7/365 intrusion detection system monitoring and remote telephonic technical support. This service will notify Fort Hood personnel and local authorities upon alarm activation, facilitating dispatch in case of intrusion. The system also provides clinic electronic security surveillance and pharmacy electronic security monitoring and reporting.

Sole Source Justification

The sole-source determination is based on Transnet Communications LLC being the proprietary owner of the alarm monitoring system currently installed and operating at the three clinic locations. No other vendor possesses the proprietary rights or technical capability to monitor or maintain the existing Government-owned equipment. Awarding to another source would result in substantial and unacceptable duplication of cost to the Government to replace the entire security infrastructure.

Contract & Timeline

  • Type: Firm-Fixed-Price (intended)
  • NAICS Code: 561621, Security Systems Services (except Locksmiths), with a size standard of $25 million.
  • Set-Aside: None specified (sole source)
  • Response Due: May 1, 2026, 12:00 PM noon Central Time
  • Published: April 16, 2026

Action Items

While this is not a request for competitive quotes, responsible sources who believe they can meet the requirements may submit a capability statement. A decision by the Government not to compete this proposed contract based on responses is solely at their discretion.

Responses should be emailed to Nelva March at nelva.l.march.civ@army.mil.
