The sole-source determination is based on Transnet Communications LLC being the proprietary owner of the alarm monitoring system currently installed and operating at the three clinic locations. No other vendor possesses the proprietary rights or technical capability to monitor or maintain the existing Government-owned equipment. Awarding to another source would result in substantial and unacceptable duplication of cost to the Government to replace the entire security infrastructure.
