Quick Summary
The Department of Health and Human Services (HHS), Indian Health Service (IHS), intends to award a non-competitive, sole-source purchase order to Sysmex of America Inc. for clinical laboratory hematology analyzer services at the Tsaile Health Center and Rock Point Clinic in Arizona. This notice serves as an announcement of the intent to sole source; it is not a formal solicitation for competitive proposals.
Scope of Work
The contractor will provide a new hematology analyzer capable of performing Complete Blood Count (CBC) and Reticulocyte Count analyses to replace aging equipment that has experienced increased technical issues. Key requirements include:
- Equipment & Supplies: Provision of one new analyzer, including all reagents, quality controls, calibrators, and consumables under a cost-per-reagent-rental agreement.
- Services: A fixed monthly billing agreement covering preventative maintenance (PM), technical support, and quality control support.
- Implementation: Installation, validation, and integration with the Laboratory Information System (LIS) to ensure results are sent to RMPS/E.H.R.
- Training: Comprehensive training for Tsaile Health Center laboratory staff on operation, software, and troubleshooting.
Contract & Timeline
- Type: Sole Source Purchase Order
- Proposed Contractor: Sysmex of America Inc.
- Anticipated Period of Performance: September 1, 2026, to August 31, 2027, with two one-year option periods.
- Response Due Date: February 21, 2026
- NAICS Code: 325413 (In-Vitro Diagnostic Substance Manufacturing)
Justification for Sole Source
The government has identified Sysmex of America Inc. as the only uniquely qualified provider. Their equipment is currently on-site and fully integrated into the laboratory's workflow. Transitioning to a different system would cause service interruptions and require extensive retraining of staff, which would negatively impact direct patient care. The specific XN-1000R analyzer is currently under a VA/FSS contract (V797D-40235).
Submission Instructions
Interested parties may submit a response showing clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by the closing date, the contract will be issued to Sysmex without further notice.
