Rationale for Sole Source
MSC has an urgent and compelling need to supply petroleum product tanker vessels equipped with CONSOL receiving stations to support CLF vessels. Delaying this contract would seriously injure national security interests. Of the TSP participants, only one vessel currently meets all requirements for immediate CONSOL installation and is readily available.
Efforts to Solicit Offers & Future Competition
No additional efforts were made to solicit offers beyond identifying the single qualified participant in the TSP that meets all requirements for immediate CONSOL installation. However, MSC intends to competitively award future charter requirements for CONSOL installation to other TSP participants once they meet the necessary preparation requirements.
