Justification for Sole Source
Market research confirms Enghouse Networks as the sole developer, owner, and manufacturer of the required software. The Government's existing system architecture is specifically designed around this proprietary software, and no other products are interoperable. Enghouse Networks does not authorize resellers for this scope of work, making them the only capable source to meet the Government's needs without unacceptable delays and substantial duplication of cost.
