Statement of Work (SOW) / Performance Work Statement (PWS)

To extend the current lease of temporary modular dormitories at Goodfellow AFB until a new permanent 400-person dormitory is constructed, ensuring continuous housing for Air Force students.

• Furnish all necessary parts, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals for the work.

• Replace mattresses in each unit and relocate smoke detectors within the 5-bedroom sleeper trailers.

• Optional CLINs: Demobilize existing modular trailers, demolish associated infrastructure, and perform site restoration.

• Work to be executed in a professional and expeditious manner by qualified tradesmen.

• Compliance with all applicable federal, state, and local laws, statutes, Executive Orders, and DoD/Air Force manuals, handbooks, regulations, and policies.

• Compliance with National Institute of Building Sciences' Whole Building Design Guide Construction Criteria Base Unified Facility Criteria (UFC).

• Adherence to specific codes and standards including NFPA, NEC, IBC, and OSHA.

• Work to commence no earlier than 7:00 am and complete by 3:00 pm in occupied units.

• Response to emergencies within two (2) hours; other work orders within five (5) calendar days.

• Preventative maintenance plan (PMP) to be submitted for Government approval.

• Base Performance Period: 365 calendar days.

• Option Year: One extension of 365 calendar days.

• Location: Modular Dormitory Facility on the east side of Building 3135 and Kickapoo Trail, Goodfellow Air Force Base, San Angelo, TX.

• Government escorts are required for work in occupied sleeping units.

• Contractor must provide their own portable/temporary toilet facilities.

• Contractor must designate a refueling area and manage fuel, lubricants, and oil according to regulations.

• Contractor must provide a Health and Safety Plan (HSP) and conduct weekly quality control reports.

• Pre-final and final inspections are required, including submission of as-built drawings and manufacturer warranties.

Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies and approves the use of other than full and open competition for a follow-on contract to lease temporary modular dormitories at Goodfellow AFB. The lease is required to house approximately 384 technical training students while a new permanent 400-person dorm is constructed.
