This Notice of Intent to Award Sole Source for a subscription to the Washington State Patrol (WSP), web-based law enforcement information system ACCESS. This system, owned and operated by Washington State Patrol, provides connectivity to receive law enforcement information from the state and the federal databases.
This is a NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 8.405-6(a)(1)(i)(B). Mission Installation Contracting Command (MICC) - Joint base Lewis-McChord (JBLM) has a requirement to procure the following services: The Government requires monthly access to the Washington State suite of databases, specifically Washington State Patrol ACCESS System. ACCESS connects several databases, including the "hot files" and criminal history maintained by the Washington State Patrol (WSP), drivers and vehicles database from the Department of Licensing, felon information from Department of Corrections, national databases from the Federal Bureau of Investigation (FBI), and interstate communication via NLETS, the International Public Justice and Public Safety Information Sharing Network.
This contract agreement is critical to the law enforcement mission and function on JBLM. The suite provides secure reliable compatibility for operating law enforcement entities, including the US Army Directorate of Emergency Services at Joint Base Lewis-McChord, to check for wants and warrants, vehicle license and registration, etc. The Washington State Patrol is a sole source for this critical data service. This contract is a critical function of the law enforcement mission within the JBLM community.
The Government intends to award a sole source, firm-fixed price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with two five-year ordering periods to Washington State Patrol. Washington State Patrol is the only identified firm with a database to access all necessary federal and state databases to receive current, reliable information necessary for the law enforcement mission on JBLM.
All responses received within three (3) calendar days after the publication of this notice will be considered by the Government. Interested person(s) may identify their interest and capability to respond to the requirement no later than 12PM PST, 9 December 2025.
