Quick Summary
The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm fixed price contract to the UNIVERSITY OF WISCONSIN SYSTEM (Wisconsin State Laboratory of Hygiene - WSLH) for the Laboratory Accuracy Base for Public Health Lead Poisoning Prevention (LAMP) Program. This notice is for a non-competitive procurement, but interested parties may identify their interest and capability to respond. Responses are due by January 28, 2026.
Scope of Work
This contract is for the continuous provision of quality assurance samples for the CDC's LAMP Program. Key requirements include:
- Providing technical expertise and capabilities for the LAMP Program.

- Maintaining a trace clean room laboratory environment.
- Utilizing inductively coupled plasma mass spectrometry (ICP-MS) for quantifying prepared bovine whole blood pools.

Contract & Timeline
- Type: Sole Source, Firm Fixed Price
- Set-Aside: None (Sole Source)
- Response Due: January 28, 2026, 06:00 AM ET
- Published: January 13, 2026
Justification for Sole Source
The CDC justifies this sole source award to WSLH due to their proven history of contract support, technical expertise, and unique capabilities. WSLH is the only organization identified that can provide the required services, specifically the ability to produce and maintain large quantities of highly characterized lead-dosed bovine blood. This is essential for the LAMP Program and its historical scientific basis, which relies on a bovine blood matrix. Alternative contractors lacked this specific capability, which would cause significant delays and compromise the program's integrity.
