Justification for Single Source
The FAA's decision to award this modification to PDRI without full and open competition is based on PDRI's unique qualifications. Conducting testing at FAA facilities to maximize participation and meet a congressional mandate and specific timeline requires a contractor with established familiarity with the test instrument, validation methodology, security protocols, and operational requirements unique to FAA environments. PDRI possesses the necessary technical knowledge and current FAA controller-specific expertise to successfully execute the expanded scope.

This announcement is issued in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection. The requirement will be awarded to PDRI and is not available for full and open competition. FAR references cited in SAM.gov are not applicable to the FAA, as the FAA operates under its own Acquisition Management System (AMS) policies and guidance.
