Justification for Sole-Source
The statutory authority for this sole-source award is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, citing "Only one responsible source." NIBS is deemed the only entity capable of meeting the requirement without unacceptable delays and substantial duplication of costs. This is a continuation of a multi-phased effort where NIBS has already completed foundational work (Phases 0 and 1a under Task Order FA800325F0026). Selecting another vendor would incur approximately $1.2 million in duplicated costs and a minimum six-month schedule delay, hindering the urgent need to correct systemic HRMA flaws.
