Quick Summary
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Sigonella Italy-Naples (FLCSI-N) intends to award a sole source contract extension to Data Management SRL for Host Nation Payroll & Timekeeping Services. This extension is critical to ensure continuity of services for approximately 4,100 Local Nationals across Italy, Bahrain, Romania, Saudi Arabia, and Spain, while the Government finalizes a competitive, FedRAMP-certified follow-on acquisition strategy. Responses from interested parties are due by February 3, 2026.
Scope of Work
This requirement covers the continuation of critical IT services supporting Local National (LN) Payroll/Timekeeping within the Area of Responsibility (AOR), which includes Italy, Bahrain, Romania, Saudi Arabia, and Spain. These services are essential for daily operational readiness and mission-critical functions.
Contract & Timeline
- Type: Sole Source Contract Extension
- Incumbent: Data Management SRL (Rome, Italy)
- Current Contract Expiration: February 11, 2026
- Proposed Extension Duration: One (1) year performance period with one six-month option period
- Statutory Authority: FAR 13.106-1(b)(1)(i)
- Response Due: February 3, 2026, 09:00 AM EST
- Published: January 29, 2026
Justification
Data Management SRL is identified as the only known source capable of providing the required services without an unacceptable delay or break in service. Recent market research failed to identify any other source with the immediate capability and requisite knowledge in the AOR. A lapse in service would significantly disrupt mission-critical operations and compromise the Government's ability to perform essential tasks. This short-term extension allows sufficient time to conduct full and open competition for a follow-on contract, specifically seeking a FedRAMP certified vendor.
Action Items
This is not a request for competitive proposals. However, interested parties may express their interest and capability to respond to the requirement by the due date. Responses should include a brief capabilities statement for payroll/timekeeping services in the AOR and current FedRAMP status or ability to become FedRAMP certified. Submissions must be in writing to the Contracting Office point of contact. The Government will not reimburse costs associated with preparing responses. The decision to proceed with the sole source extension remains at the Government's discretion.
