Purpose & Justification

The FAA conducted market research, including a market survey posted on SAM.gov on March 18, 2026 (Notice ID: MRKTSVY-26-RFI-ENVIRO_A_E), to identify capable sources. Nine contractors responded. After evaluating responses against the full range of technical, engineering, environmental, remediation, laboratory, investigation, regulatory, and operational requirements, the FAA determined that only Weston Solutions, Inc. demonstrated the ability to perform the full scope of required services and possessed the necessary staffing depth, technical breadth, and organizational resources. Awarding to any other source was deemed to introduce unacceptable schedule, technical, regulatory, and mission performance risks. Therefore, the Government intends to pursue a sole source award to Weston.

Scope of Work

The requirement is for multidisciplinary federal A&E environmental services, including but not limited to:

  • Field Investigations & Analysis: Groundwater, soil, sediment, surface water, air sampling; laboratory analysis; subsurface investigations.
  • Planning & Design: Production of plans, specifications, studies, calculations, estimates; worker health and safety plans; spill prevention, containment, and countermeasure plans; construction drawings and specifications.
  • Environmental Compliance & Assessments: NEPA (EIS/EA), CERCLA (ESA), SARA Title III inventory and reporting, environmental compliance audits, pollution prevention opportunity assessments.
  • Remediation & Abatement: Remediation of air, soil, sediment, groundwater, and surface water contamination; PCB abatement; asbestos survey, testing, and abatement; PFAS investigation and remediation.
  • Specialized Services: Noise evaluations, industrial wastewater pretreatment, air quality studies (emissions, indoor air, vapor intrusion), hazardous material storage and handling, groundwater well installation/abandonment, fuel storage tank management, natural and cultural resource surveys, protected species and wetland surveys.
  • Professional Requirements: Services require a Registered Professional Engineer licensed in Oklahoma.
