NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.
The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at Ralph H. Johnson VA Medical Center (RHJVAMC), 109 Bee Street Charleston, SC 29401 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Contract under FAR Part 12. This notice satisfies the posting requirements at FAR Part 5.1.
The purpose of this requirement is to award 6 12-month standalone contracts to the affiliate Medical University of South Carolina for On-Call services one contract for each the following specialties:
- Gynecology - Q507
- Orthopedic - Q513
- Otolaryngology - Q514
- Plastic Surgery - Q523
- Urology - Q525
- Vascular Surgery - Q999
The Contractor shall furnish key to provide services necessary to perform on-call Physician Services specific to the respective specialty to eligible beneficiaries of the Department of Veterans Affairs (VA) Medical Center, Ralph H. Johnson Health Care System. The contractor’s physician(s)’ care shall cover the range of specialty services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the respective governing board of each specialty.
Place of Performance: Services shall be provided on-call for the Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401. The Period of Performance is for twelve (12) months, 01 FEB 2026 – 31 JAN 2027.
The North American Industry Classification System (NAICS) for this requirement is, 621111. The Product Service Codes (PSC) are listed above. The Small Business Administration (SBA) size standard for this sector is $16M.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
