Sole Source Justification
NOAA's intent to sole source to SP Systems LLC is based on their unique qualifications. SP Systems previously serviced the affected components, possessing critical knowledge of the shaft seal system and vessel configuration. This continuity of service allows for portions of the work to be completed under warranty, resulting in cost savings. The Government asserts that no other vendor can meet the required schedule while ensuring compatibility with existing systems and minimizing technical risk.
