Justification for Sole Source
The acquisition is justified under FAR 538.7104-3(b)(ii), citing that "only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized." Accenture Federal Services is the incumbent contractor, possessing unique institutional knowledge, expertise in the highly customized CBS/CFS, and a proven track record of meeting program requirements and cost projections. Their personnel have developed robust knowledge of the system's technical and operational environment, enabling efficient support and issue resolution.
Additional Notes
This is not a request for quotations or proposals. The Government will consider all responses received within 15 days from the publication date that clearly and thoroughly defend claims refuting the Government’s sole-source determination. Information received will be used to determine if a competitive procurement is feasible. If no affirmative responses are received to identify a more advantageous qualified source, a contract will be issued to Accenture Federal Services, LLC. There is no solicitation package available.
