Justification for Sole Source
Extensive market research, including a Sources Sought Notice (SSN ID: F4FDWL-26-R-0001) in December 2025, confirmed CAE as the sole manufacturer of commercial Level D certified 747-8 simulators globally. Procuring through a third-party integrator was deemed to pose unacceptable risks to cost, schedule, and mission. This sole-source approach mitigates risks of delays, increased costs, and critical training gaps. The Justification and Approval (J&A) document will be published to SAM.gov within 14 days after contract award.
