Quick Summary

The United States Air Force (USAF), AFLFMC/WVB, intends to award a sole-source, firm-fixed-price contract to CAE USA Inc. for the acquisition of a Level D 747-8i Full Motion Simulator (FFS). This critical requirement is for training at Joint Base Andrews (JBA). While a sole-source action, responsible sources may submit capability statements for consideration. Responses are due June 17, 2026.

Scope of Requirement

The USAF requires one dedicated, commercial, FAA Level D certified 747-8i FFS. The procurement includes:

  • Site survey and facility evaluation.
  • Procurement, delivery, and installation of the FFS (including 6-DOF motion, visual system, sound system, and exact 747-8i cockpit replica).
  • Operational hardware, software, and cybersecurity compliant with DoDI 8500.01/8510.01 and applicable AFI/DoD Manuals.
  • Initial support and maintenance, including spare parts and software updates.
  • Initial training, courseware, and flight instruction.

Contract & Timeline

  • Type: Sole Source, Firm-Fixed-Price contract (Commercial procedures per RFO Part 12).
  • Intended Contractor: CAE USA Inc. (CAGE: 1FNV1).
  • Authority: 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1 (Only One Responsible Source).
  • Period of Performance: Delivery and installation estimated 24-36 months from award, followed by 12-18 months of support and maintenance.
  • Set-Aside: None (Sole Source).
  • Response Due: June 17, 2026, at 1700 Eastern Time.
  • Published: April 27, 2026.

Justification for Sole Source

Extensive market research, including a Sources Sought Notice (SSN ID: F4FDWL-26-R-0001) in December 2025, confirmed CAE as the sole manufacturer of commercial Level D certified 747-8 simulators globally. Procuring through a third-party integrator was deemed to pose unacceptable risks to cost, schedule, and mission. This sole-source approach mitigates risks of delays, increased costs, and critical training gaps. The Justification and Approval (J&A) document will be published to SAM.gov within 14 days after contract award.

Submission Instructions

This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation for agency consideration. The Government retains discretion on whether to conduct a competitive procurement based on responses. Submissions must be via email to the points of contact by the deadline.
