Quick Summary
The Department of the Air Force, specifically the 628th Contracting Squadron at Joint Base Charleston (JB CHS), SC, has issued a Notice of Intent to Award a Single Source Contract for a turn-key upgrade of the ADB Safegate Airfield Lighting Control System (ALCS). The Government intends to award a Purchase Order to Allen Enterprises, Inc. under the authority of FAR 6.103-1, citing "Only one responsible source." This is not a request for competitive quotes. Responsible sources may submit capability statements by March 28, 2026, but must provide verifiable Original Equipment Manufacturer (OEM) certification from ADB Safegate to be considered.
Scope of Work
This project involves upgrading the proprietary ADB Safegate ALCS North Field and ALCS Main systems from a 32-bit to a 64-bit Operating System and replacing legacy unmanaged network switches with new, managed switches. The upgrade is critical to prevent mission failure by halting night and low-visibility flying operations.
Specific tasks include:
- Operating System Upgrade: Perform a turn-key upgrade of ALCS Main and North systems to an OEM-certified 64-bit Windows version. This requires technicians formally certified by ADB Safegate and includes full backup/restoration of data and comprehensive system testing.
- Network Infrastructure Upgrade: Supply and install new, managed, TAA-compliant switches that are OEM certified by ADB Safegate for ALCS architecture compatibility. These switches must meet DAF security standards, including IEEE 802.1X, port security, ACLs, secure management (HTTPS, SSHv2, SNMPv3), and tamper-proof unused ports. They must be 19-inch rack-mountable with at least 12 x 10/100/1000 Mbps RJ-45 ports and 2 x 1G SFP (or 10G SFP+) uplink ports, supporting IEEE 802.1Q VLAN tagging.
Deliverables: A post-installation report, system test results, and all relevant technical documentation/manuals.
