Statement of Work (SOW) / Performance Work Statement (PWS)

To address operational challenges at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) by providing leadership development training to 200 department heads and leaders. The training aims to equip them with modern tools to manage expanded scope, improve alignment with shipyard counterparts, enhance workforce culture, prepare leaders, and increase operational readiness.

• Conduct leadership development training focused on Developing and Implementing an Outward Mindset (DIOM), an Outward Mindset Implementation series, and strategic working sessions.

• Facilitate 24 DIOM workshops (7 x 2-day onsite).

• Facilitate 24 Outward Leadership (OL) workshops (7 x 1-day onsite).

• Facilitate 24 outward application days (3 onsite).

• Deliver 24 Outward Mindset practical application sessions (4 series of 6 sessions, 45 mins each).

• Conduct 3 monthly SLT Strategic Working sessions.

• Provide workbooks, published books ('Leadership and Self-Deception'), and digital resources for 200 employees.

• Administer end-of-course feedback surveys using a data-collection tool (e.g., Learning Analysis Survey).

• Provide raw survey data reports weekly.

• Participate in monthly Success Plan Review meetings.

• Period of Performance: May 4th, 2026 - May 3rd, 2027.

• Location: On-site at PSNS&IMF, the Kitsap Conference Center, or an alternate facility. Government is responsible for securing the facility.

• Hours of Operation: Monday-Friday, 07:20 am to 4:02 pm, excluding Federal holidays or Government-directed closings.

• Facilitators must be Arbinger Institute master facilitators, preferably with experience training federal employees.

• Contractor is responsible for all travel, materials, and incidental expenses.

• Workshop schedules are subject to change based on availability; contractor must coordinate with Command University (CU) Branch Head at least 30 days prior to finalizing travel.

• Contractor must obtain facility access via BAVR for PSNS&IMF location.

• Contractor must provide regular status reports and notify CU Program Manager/Branch Head of discrepancies within 48 hours.

• Contractor must respond to inquiries within four business days.
