Sole Source Justification
BBCS is the original developer and proprietary owner of the NIH Clinical Center’s blood bank software system and associated modules. They are the exclusive provider of the required software license renewals, maintenance services, and technical support. No other vendor has access to the proprietary source code, system architecture, or licensed modules necessary to maintain, update, and support this system. This acquisition is conducted under FAR 13.106-1(b)(1), allowing solicitation from a single source when only one is reasonably available.
