The proposed contract action is for commercial supplies or services which the Government intends to solicit and negotiate with only one source Cox California Telcom, LLC; 5159 Federal BLVD, San Diego, CA 92105, under the authority of FAR13.501(a)(1)(ii). Cox is the current contract holder for CATB and Internet for CNRSW Metro San Diego installations. Cox is also the only company with existing infrastructure at the FLC building that can support television and telecommunications services, including commercial internet. Video phone devices for hearing impaired FLCSD employees are only compatible with Cox Cable network. Additionally, TV, Dish Satellite, and other networks do not provide the required internet broadband services which are needed for hearing impaired employees. Failure to award Cox Business Commercial Services contract and use of another vendor would result in significant disruption of CATB services across CNRSW areas of responsibility, adversely affecting mission readiness through quality of life of personnel. Selecting alternative services would risk the inability to communicate our hearing-impaired employees using their current video phone systems which are only compatible with Cox Cable network services offered.
