Justification for Sole Source
The justification for this sole source award is based on the determination that Carahsoft Technology Corp. is the only responsible source capable of meeting the agency's requirements. A previous competitive procurement for FEDRAMP (Moderate) compliant software did not yield any vendors capable of providing the entire solution. Market research identified Carahsoft as uniquely capable, and the Commission has significant existing investment in customizing the Salesforce/KnowWho system provided by Carahsoft. Switching vendors would incur substantial new investment and would not provide a complete solution.
