Quick Summary
The Defense Health Agency (DHA), on behalf of Naval Medical Center Portsmouth (NMCP), has issued a Notice of Intent to Sole Source a Firm-Fixed-Price contract to Sysmex America, INC. for a Cost-Per-Result-Reportable (CPRR) Automated Hematology Analyzer System. This system is critical for advanced diagnostic testing and maintaining operational continuity at NMCP. The estimated total value is $1,891,450.00.
Purpose & Justification
This is a follow-on contract justified under FAR 8.405-6(a)(1)(B), as market research determined Sysmex America, INC. is the only source capable of providing the unique XN-9100-202 system. The Sysmex system utilizes fluorescent flow cytometry, which offers superior differentiation of white blood cell populations and improved identification of abnormal cells compared to other technologies. Key features, such as the RU 20 reagent dilution unit, are unique to Sysmex, reducing manual workload, optimizing storage, and enhancing accuracy and efficiency for NMCP's undermanned laboratory staff and space constraints. Transitioning to another vendor would incur significant validation, installation, and accreditation costs and delays, hindering patient care and mission objectives.
Scope of Work
The requirement is for a complete Hematology Automation Line with a Testing Agreement, including equipment, reagents, consumables, and maintenance support services. Key components include:
- One (1) Sysmex XN9100-202, RU-20, BT-50 terminal
- Two (2) CellaVision DI-60 with Advanced RBC and Body Fluid Software Applications
- CellaVision Remote Review Software Teams Edition (5 concurrent licenses), Turn Unit (TU), and TS-10. The system must be FDA-approved, OSHA compliant, and compatible with HL7, TCP/IP, and MHS Genesis, providing a full CBC test panel with advanced fluorescence flow cytometry. It must support high-acuity patient populations and achieve a throughput of at least 200 CBC specimens per hour.
