Justification
The sole source award is justified under 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). DTRA has determined that no other qualified sources can assume full operations with zero mission degradation during this brief bridging period.

This is not a request for competitive proposals. However, responsible sources believing they can fulfill the requirement may submit a capability statement within fifteen (15) days of publication.
