Justification for Sole Source

CNOS possesses in-depth knowledge of the DoDTR system architecture, including various modules, and direct experience with its administration, security, and data management. They have established processes for issue resolution and maintain a cleared, trained workforce experienced in complex Oracle/SQL queries and module development. Competing this requirement now would lead to substantial duplication of costs and extensive transition efforts, including reverse engineering workflows, retraining personnel, and reestablishing system access, which would not be recovered through competition.
