This is a Special Notice regarding a sole source procurement for elevator control system upgrade goods and services for the U.S. Embassy in Kathmandu, Nepal. The Embassy operates two OTIS GEN2 traction elevators that require upgrades to restore non-functional OBO-mandated security features (T17 Night Shutdown and Capture Operations) and to ensure continued safe and secure operations.

Work includes:

• Pre-Installation Activities: Site survey, coordination with facility management, submission of installation plan, provision of safety equipment, and notification of elevator outages.
• Removal of Existing Components: Removal and disposal of existing TCBC, SPBC, and Drive components, along with associated wiring.
• Installation of New Components: Supply and installation of GECB EN Controller, Drive, SPBC II Communication Board, and Control Transformer for each elevator.
• System Integration and Programming: Installation, connection, wiring, programming, and configuration of new components, including integration with existing security and Marine Post controls, and setting operational parameters per OBO requirements.
• Testing and Commissioning: Comprehensive system functional testing, verification of all elevator functions (normal operation, door operation, Night Shutdown, Capture Operation, emergency stop, safety devices, interlocks, building system communication), and no-load testing.
• Training and Documentation: On-site training for facility management staff, basic troubleshooting training, and supply of complete documentation including manuals, specifications, programming parameters, maintenance schedules, warranty information, and test reports.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all labor, materials, equipment, tools, transportation, and supervision necessary to remove existing old elevator control systems and install new upgraded control systems on two OTIS GEN2 traction elevators (GMMS 3361 and 3362) at the Embassy of the United States of America, Kathmandu, Nepal. The upgrade aims to restore all OBO-mandated operation and security features.

A. Pre-Installation Activities:

• Site survey and verification of existing system configuration.
• Coordination with Embassy Facility Management for work schedule.
• Submission of detailed installation plan and timeline.
• Provision of safety equipment and signage.
• Notification to building occupants regarding elevator outages.

B. Removal of Existing Components:

• Remove and dispose of existing TCBC, SPBC, and VVVF drive components for both elevators.
• Remove associated wiring, connections, and mounting hardware.

C. Installation of New Components:

• Supply and install new GECB EN Controllers, OVF R03B-404 Drives, SPBC II Communication Boards, and 326VA Control Transformers for both elevators.

D. System Integration and Programming:

• Install and connect new components per manufacturer specifications.
• Program and configure GECB controllers.
• Configure Night Shutdown and Capture operations.
• Integrate with existing building security systems and Marine Post controls.
• Set operational parameters per OBO requirements.

E. Testing and Commissioning:

• Perform complete system functional testing.
• Verify proper operation of all elevator functions, including normal passenger operation, safety features, T17 Night Shutdown, T17 Capture Feature, emergency stop, alarm functions, safety devices, and communication with building systems.
• Conduct no-load testing per ASME A17.1 standards.
• Document all test results.

F. Training and Documentation:

• Provide on-site training to Embassy Facility Management staff on new system operation and basic troubleshooting.

• Supply complete documentation including equipment manuals, technical specifications, programming parameters, maintenance procedures, warranty information, and test reports.

• The work will be performed at the Embassy of the United States of America, Maharajgunj, Kathmandu, Nepal.

• The upgrade is necessary due to obsolete control systems and the unavailability of spare parts, impacting OBO-mandated security features.

• All work must restore OBO-mandated operation and security features.
