Notice of Intent to Sole Source for AKARNG C-207 SIPR Connections

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide installation and programming services for videoconferencing equipment in Building 49000, Room C-207, to enable secure SIPR videoconferencing capabilities.

• Install and program videoconferencing equipment.

• Provide necessary personnel, equipment, tools, and materials, excluding Government-Furnished items.

• Ensure uninterrupted performance of all tasks.

• Provide services between 0830-1630 Monday through Friday, excluding US holidays and facility closures.

• No telework is permitted.

• Contractor employees must comply with all installation regulations, including fire, traffic, safety, and security.

• Specific training requirements include Awareness Training (AT) Level 1, iWATCH Training, and OPSEC Training.

• Physical security of Government property is required.

• Installation and programming of audio and visual switches and equipment.

• Connectivity for AV sources, including a workstation location with HDMI, USB, and RJ45 connections.

• Installation of a Vaddio EasyIP Mixer for camera and audio connectivity.

• Adjustment, alignment, and functional testing of the system.

• Existing audio system configuration and function to remain unchanged, except for added connectivity.

• Software on the Government's computer (Microsoft Teams, Zoom, etc.) to provide control for conferencing capabilities.

• Installation of an Extron NBP 50 button panel for source selection and volume control.

• Provision of all necessary wiring and mounting hardware.

• End-user training (one 1-hour session) within 30 days of final acceptance.

• Performance will be evaluated against Acceptable Quality Levels (AQL) for functionality and adherence to specifications.

• Period of Performance (PoP): 180 days.

• Place of Performance: Building 49000, Room C-207 (Conference Room).

• Government Furnished Property, Material, Equipment, and Services (GFP/M/E/S) include services for installation and programming of audio and visual switches and equipment. Utilities will be available for contractor use.

• Contractor Furnished Property, Materials, and Equipment (CFP/M/E) include all other necessary items not specified as Government-Furnished.

• Security requirements include background checks, personal identity verification, AT Level 1, iWATCH, OPSEC training, and COMSEC/IT security compliance.

• Data Rights: Government has unlimited rights to all materials produced.

• Organizational Conflicts of Interest (OCI) must be identified and mitigated.

• Applicable publications and forms are listed in the PWS.

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a Sole Source Acquisition. It justifies limiting the acquisition to a single source because the estimated amount is over the micro-purchase threshold but not exceeding the simplified acquisition threshold (FAR 13.106-3(b)(3)(i)).

• Justification for Sole Source:
  • Existing equipment is owned by the State of Alaska and is under a service agreement/warranty. Using another vendor could break this agreement and warranty.
  • No other vendors were found to be able to complete the requirement while ensuring compatibility and warranty servicing with the existing equipment.
  • Market research included contacting the State of Alaska IT Department.
• Actions to Overcome Barriers: The Chariot Group Inc. is a Small Business Veteran Owned company with a history of superior past performance on the installation of existing equipment.
