Scope of Work
The requirement is for the installation and programming of videoconferencing equipment in Building 49000, Room C-207, to enable secure SIPR videoconferencing capabilities. This includes:
- Installation and programming of audio and visual switches and equipment.
- Connectivity for AV sources (HDMI, USB, RJ45).
- Installation of a Vaddio EasyIP Mixer and an Extron NBP 50 button panel.
- Adjustment, alignment, and functional testing of the system.
- Provision of all necessary wiring and mounting hardware.
- One 1-hour end-user training session.
- Contractor employees must comply with installation regulations, including security and specific training (AT Level 1, iWATCH, OPSEC).
Justification for Sole Source
The Government intends to award this contract to The Chariot Group under the authority of FAR 6.302-1, "Only one responsible source." The justification is based on the rural location of the place of performance, where United Utilities Inc. (the underlying infrastructure provider) possesses the existing infrastructure and capability. For the specific videoconferencing equipment, The Chariot Group is justified as the sole source because:
- Existing equipment is owned by the State of Alaska and is under a service agreement/warranty.
- Using another vendor could break this agreement and warranty.
- No other vendors were found that could ensure compatibility and warranty servicing with the existing equipment.
- The Chariot Group Inc. is a Small Business Veteran Owned company with a history of superior past performance on the installation of existing equipment.
