Statement of Work (SOW)

To install and upgrade video surveillance systems at multiple Indian Health Service (IHS) facilities within the Albuquerque Area to enhance physical security, safeguard controlled substances, and ensure compliance with federal security requirements.

• Design, furnish, install, configure, test, and commission complete IP-based video surveillance systems.

• Provide all necessary management, labor, equipment, materials, tools, transportation, and supervision.

• Submit design documentation for Government approval prior to procurement and installation.

• Ensure systems are compatible with existing infrastructure and meet all federal, state, and local requirements.

• Locations: Cochiti Health Clinic (NM), Santa Clara Indian Health Center (NM), Taos Picuris Service Unit (NM), Ute Mountain Ute Health Center (CO).

• Technical Requirements: Modern IP-based solution, minimum 30 days video retention, digital privacy masking, new and commercially available equipment.

• Performance Requirements: Continuous coverage with no blind spots, clear facial views at entry/exit and pharmacy points, minimum 80 pixels per foot (px/ft) image density.

• Contractor Qualifications: Demonstrated experience in healthcare environments, specifically with IP-based video surveillance in operational facilities, pharmacy areas, and occupied spaces. Experience with healthcare facility constraints is required.

• System Design: Review survey reports, validate camera placement, submit layouts and storage calculations, coordinate VMS platform with COR.

• Equipment: Fixed dome, multi-sensor, hemispheric, and PTZ IP cameras; NVRs/VMS servers; PoE switches; UPS; monitors; etc.

• Camera Resolution: Minimum 3 Megapixel (MP) for general areas, 5 MP or higher for medication handling areas.

• Frame Rate: Minimum 15 frames per second (fps).

• Installation: Install cameras at interior/exterior locations, new Cat6 cabling, remove obsolete cameras, provide lift equipment if needed, adhere to safety and infection control procedures.

• Configuration & Commissioning: Configure cameras, recording schedules, resolution, retention settings, user roles, and perform end-to-end testing.

• Training & Documentation: Provide training for designated personnel and deliver as-built documentation.

• Warranty: Minimum one (1) year warranty covering labor, materials, equipment, and components.

• Period of Performance to be established at contract award.

• Work may be phased by location and coordinated to minimize disruption to clinical operations.

• Accessibility: Compliance with Revised Section 508 and WCAG 2.1 Level AA standards.

• Security: Compliance with HIPAA privacy and security requirements, NEC, NFPA standards, and IHS/HHS physical security policies.

• Coordination: Coordinate schedules with Facility Maintenance, Pharmacy leadership, IMS, Security, and other designated contacts.

• Work Hours: Normally during standard business hours, unless approved otherwise.

• Safety: Adherence to facility safety, security, and operational policies, including infection control risk assessment (ICRA).
