This is a sole source justification. The government is limited in competition due to the nature of the services and the location they are provided.

• The services are local in nature and provided by the available provider in the area, offering better customer service and faster response times.
• Rural areas are isolated with only one source.
• Market research indicates that major providers own vast networks, but other smaller companies have limited service areas.
• This acquisition is a follow-on to a previous Cooperative Agreement that the State of Alaska will no longer support.
• The government may take actions to remove barriers to competition in future acquisitions, but is currently limited by service nature and location.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a payment solution for telecommunication services for the Alaska Army National Guard Network Enterprise Center (AKARNG-NEC), enabling real-time oversight and control of services supporting personnel on Ft. Richardson. The goal is to efficiently manage funding, reduce service waste, and prevent end-user abuse.

This PWS outlines requirements for various telecommunication services, including:

• Voice Communication:

  • Landline service (traditional local and long-distance, with features like caller ID, call waiting, voicemail).
  • Mobile (cellular) service (voice and data).
  • VoIP (Voice over Internet Protocol) for cost-effective calling.
  • Multi-line/Extension Support for routing calls.

• Types of Systems Provided:

  • Key Service Unit (KSU) Systems for small businesses.
  • Private Branch Exchange (PBX) Systems (on-premises or hosted).
  • Wireless services (unlimited voice/text/data, or data only).

• Internet Services:

  • Broadband internet (DSL, fiber-optic, cable).
  • Mobile internet (wireless data).
  • Satellite internet (for rural/remote areas).
  • Fiber internet (high-speed).

• Television and Video Services:

  • IPTV (Internet Protocol Television).
  • Cable TV.
  • Streaming and video services.

• Business Services:

  • Business phone systems (PBX).
  • Cloud solutions (storage, data centers, collaboration tools).
  • Networking (data networks, dedicated circuits, security).
  • Related products and support (equipment like modems, routers).
  • Customer support.
  • Billing and account management.

• Invoicing Model: Service provider must submit invoices in WAWF with a digital copy of the monthly statement, itemizing all services received.

• Oversight: AKARNG will retain full oversight, approval authority, and account visibility.

• Assumed Period of Performance includes a base period with option awards.

• Services support personnel on Ft. Richardson.
