Notice of Intent to Sole Source for UBM Engine Unit

This is a sole source requirement for the procurement and replacement of an Ultimate Building Machine (UBM) engine unit. The solicitation is anticipated to result in a Firm, Fixed-Price contract.

• Procurement and replacement of a UBM engine unit.

• The replacement engine must meet Original Manufacturer specifications (Engine Model: D2011L04i, HP: 61, RPM: 2600).

• The "XED" version is required, which includes items missing from the "XE" version to be equivalent to the original OEM specification (e.g., flywheel, flywheel housing, mounts, air filters, guards, fuel pre-filters, hydraulic pumps and drives, counter plugs for wiring harnesses, ECU).

• Installation of the new engine with operational testing and calibration.

• Training for personnel on the use of the machine.

• Delivery of the engine to the specified location.

• Upon removal of the inoperable engine, delivery of the core deposit engine back to the supplier.

• 24/7 support for any shipping issues until arrival at Camp Shields Okinawa, including updated tracking information.

• Installation and operational testing and calibration of the equipment per manufacturer's instructions.

• Training not to exceed one week.

• Contract Type: Firm, Fixed-Price.

• Period of Performance: Delivery is 40-60 days once the contract is granted.

• Offerors must submit a complete, signed SF 1449, a price breakdown, published price list (if available), and Past Performance Information.

• Quotations/offers must be on an "ALL or NONE" basis; partial or incomplete quotations/offers are ineligible for award.

• Award will be made to the responsible quoter/offeror considered most advantageous to the Government.

• Clarifications must be submitted in writing via email to the Contract Specialist by Monday, 27 April 2026, 09:00 A.M. Japan Time.

• Offer Due Date: 13 April 2026, 12:00 AM Japan Time.

• This is a SOLE SOURCE REQUIREMENT.

• NAICS Code: 333618, Size Standard: 1500.

• The solicitation includes numerous FAR and DFARS clauses, including those related to Item Unique Identification and Valuation, Wide Area WorkFlow Payment Instructions, and Contract Terms and Conditions.

• Delivery and acceptance location is Camp Shields, Okinawa, Japan.
