The estimated annual throughput is 500,000 barrels of Jet-A.

Contract & Timeline

This is a follow-on contract. The proposed performance period includes a four-year base from June 1, 2026, through May 31, 2030. This is followed by a five-year option from June 1, 2030, through May 31, 2035, and a six-month extension option from June 1, 2035, through November 30, 2035. The contract will be funded by the Defense Working Capital Fund for fiscal year 2024.

Eligibility / Set-Aside

This requirement is being pursued as a sole source under FAR 6.302-1 (Only One Responsible Source). Market research conducted by DLA Energy determined that Chevron U.S.A. Inc. is the only vendor possessing the unique and proprietary infrastructure, including a pipeline and land ownership at Port Tampa, essential to meet the requirement without significant capital investment, lengthy permitting processes, and operational disruptions. Alternative methods, such as tank truck delivery, were explored but deemed infeasible due to logistical and infrastructure limitations. No set-aside designation applies due to the sole source justification.
