Justification for Sole Source
The NIH intends to award to Cytiva because they are the original equipment manufacturer (OEM) and sole distributor of the Sefia S-2000 devices. FDA mandates that all repairs and maintenance be carried out by qualified technicians. Cytiva/Global Life Sciences Solutions USA LLC is identified as the only source of qualified technicians and the sole provider capable of servicing, upgrading, and repairing their proprietary devices and embedded software. This acquisition is being conducted under FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), which allows for sole source awards when only one source is reasonably available for purchases not exceeding the simplified acquisition threshold.
