NOTICE OF INTENT TO SOLE SOURCE: IDIQ CEILING INCREASE FOR EPOXY FLOOR REPAIRS

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a firm-fixed-price, five-year Indefinite Delivery Indefinite Quantity (IDIQ) service contract for "Epoxy Floor Repairs" at Tobyhanna Army Depot. The primary objective is to repair existing flooring that has created tripping hazards or general failures, including resinous flooring, fillers, and concrete.

• The contractor shall provide all necessary labor, materials, equipment, supervision, and management for epoxy floor repairs.

• Repairs include removal of construction/demolition debris and disposal according to Tobyhanna Army Depot policy.

• The contract is for a five-year ordering period, with a potential six-month extension, and includes a guaranteed minimum quantity of 500SF and a maximum of 4,000SF for epoxy floor repair.

• Work may be performed during normal business hours (0730-1600 Monday-Friday) or off-hours/weekends, with approximately 75% of repairs historically occurring after 1630 Monday-Friday and on weekends.

• Repairs will be located throughout Tobyhanna Army Depot.

• All floor repairs must be made according to manufacturer's recommendations and specific requirements.

• Epoxy floors must match the existing surrounding floor in texture, level, and color.

• The contractor is responsible for identifying and removing damaged sections and replacing them with new epoxy, ensuring a consistent and high-quality finish.

• Specific material requirements include primer, fillers, sealer/top coat, sealer/resin, non-skid grit, and joint sealant, all meeting specified ASTM standards.

• Various performance properties for the flooring systems (Latex/Resinous Emulsion Matrix and Epoxy Matrix) are detailed, including compressive strength, tensile strength, flexural strength, bond strength, abrasion resistance, chemical resistance, and more.

• Place of Performance: Government-owned facilities of Tobyhanna Army Depot.

• Contract Type: Indefinite Delivery Type Requirements Contract with a five (5) year ordering period.

• Task Orders: Individually funded, firm-fixed-price task orders will be placed by the Government on an as-needed basis.

• Quality Control: The contractor is responsible for quality control and meeting all federal, Tobyhanna Army Depot, U.S. Army, and Federal quality and workmanship standards.

• Quality Assurance: The government will evaluate performance based on a Quality Assurance Surveillance Plan.

• Rejection of Work: Lack of quality workmanship may result in rejection and require reinstallation at no cost to the government.

• Holidays: Contractor must respond to emergency repair requests during federal holidays.

• Coordination: Work must be scheduled to minimize interference with depot operations and coordinated with the Government POC.

• Site Safety: Contractors must comply with extensive safety standards, including OSHA, job hazard analysis, site-specific safety plans, fall protection, electrical safety, and depot-required permits.

• Environmental Compliance: Adherence to environmental regulations regarding air pollution, asbestos, backflow prevention, burning, recycled materials, cultural resources, demolition, drinking water, endangered species, spills, energy efficiency, and hazardous materials/waste is required.

• Security: Compliance with installation security operations requirements, including AT Level I training, iWATCH training, access procedures, and information security protocols, is mandatory.

• Deliverables: Include Request for Access, Job Hazard Analysis (JHA), Material Submissions, Material Safety Data Sheets (SDS), Site Safety Plan, and Waste/Recycling Weight Receipts.
