The Indian Health Service (IHS), Albuquerque Area office (AAO), hereby submits a Notice of Intent to award a sole source, firm-fixed price, contract for Starlink Fixed Priority Satellite Internet Service and Equipment to the Jicarilla Service Unit (JSU), located in Dulce, NM, to be awarded to the EnerStar Rentals and Service LTD, UEI: LHPYNVCAM2V4.
Period of Performance is for a Base + Four (4) Option Periods, as follows:
Base Year: 12/15/2025 to 12/14/2026
1st Option Year: 12/15/2026 – 12/14/2027
2nd Option Year: 12/15/2027 – 12/14/2028
3rd Option Year: 12/15/2028 – 12/14/2029
4th Option Year: 12/15/2029 – 12/14/2030
The estimated total value is below the simplified acquisition threshold.
The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supply or service will satisfy agency requirements and is based on market research.
The Jicarilla Service Unit is located in a geographic area which internet services is not accessible to run daily operations. There are currently three satellite clinics, which allows them to get the internet services they need, and being Jicarilla Service unit is a remote area, they’re in need of the connection that will provide network services to continue to provide continuity of patient care.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency.
The determination not to complete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred for responding to this notice.
