NOTICE OF INTENT TO SOLE SOURCE
The Army Contracting Command – Aberdeen Proving Ground intends to issue a Firm Fixed Price (FFP) purchase order for the iSportsman interface (website interface for Aberdeen Proving Ground, MD, including one (1) year of warranty) on a sole source basis to Applied Sciences and Information Systems, Inc., located at 209 Business Park Drive, Suite 200, Virginia Beach, VA 23462-6586.
This action will be conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), as no other source of supply will satisfy agency requirements. Applied Sciences and Information Systems, Inc. is the only vendor capable of meeting the Army’s needs for the following reasons:
- Applied Sciences and Information Systems, Inc. is the sole provider of the iSportsman interface.
- iSportsman is the only interface that meets FEDRAMP requirements and serves as the sole enterprise solution for United States Army Installation Management Command (IMCOM) installations.
- Applied Sciences and Information Systems, Inc. owns all intellectual property and materials related to iSportsman, including design, layout, logistics, licensing, graphic design, and authorizations.
- The iSportsman interface is standardized across military installations nationwide and complies with the Sikes Act (16 U.S.C. 670 et seq.), which governs access to installations for hunting, fishing, trapping, firewood collection, and other dispersed outdoor activities.
The anticipated award date is 01 January 2026.
This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the Army Contracting Command – Aberdeen Proving Ground to issue any such solicitation in the future. The Command is not seeking quotes, bids, or proposals at this time and will not accept unsolicited submissions in response to this notice. The Army Contracting Command – Aberdeen Proving Ground will not reimburse any costs incurred in responding, and submittals will not be returned.
A determination not to compete this requirement, based on responses to this notice, is solely at the discretion of the Army Contracting Command – Aberdeen Proving Ground. Should a competitive solicitation be issued, it will be posted on the Government-wide Point of Entry (GPE). Potential offerors are responsible for monitoring the GPE for updates.
