Justification for Sole Source
The government's determination to award non-competitively is based on the unique technical requirements for full compatibility with NCATS's existing Revvity (PerkinElmer) JANUS platform, including MDT hardware, integrated accessories, and WinPrep software protocols. Market research indicated that no other commercially available system can meet these requirements without significant modification, redevelopment, revalidation of protocols, and retraining, leading to substantial cost duplication and unacceptable delays to mission-critical research.
