Notice of Intent to Sole Source

This notice informs industry of the Government's intent to award a sole source contract for a VITROS 5600 Lab Chemistry Analyzer. This is not a request for competitive quotes or proposals. The contract will provide the analyzer and perform "Costs-Per-Tests" which includes reagents, calibrators, controls, supplies, and preventive maintenance.

• VITROS 5600 Lab Chemistry Analyzer

• "Costs-Per-Tests" service including all reagents, calibrators, controls, supplies, and preventive maintenance.

• Compliance with Attachment A – Test Menu Requirements.

• Compliance with Attachment B – Chemistry Analyzer Essential Characteristics.

• Compatibility with Military Health System (MHS) GENESIS electronic health record system.

• All services must comply with federal, state, and local laws, regulations, manufacturer standards, and commercial requirements.

• Contractor must possess a current/approved Authority to Operate (ATO) certificate from DHA for the specific model.

• Place of delivery/service: Shaw Air Force Base - 20th Medical Group Laboratory, Shaw AFB, SC.

• Contract structure: Base Period plus four (4) Option Years, and one (1) six (6) month Option period.

• This is not a solicitation, and no solicitation document is available.

• Telephone requests will not be honored.

• No award will be made based on unsolicited quotations or offers.

• Interested parties may submit a Capabilities Statement by March 17, 2026, 10:00 AM EST.

• Responses must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.

• System Integration: Bi-directional interface with Laboratory Information System (LIS), operation at 100-120V.
• Testing Modes: Capability for manual, STAT, or automatic processing.
• Patient Identification: Positive patient identification via on-board barcode scanner.
• Technology: Must utilize Dry-Slide Technology with specific ISE, Colorimetric/Rate, and Immuno-rate testing methods.
• Dilution & Sample Management: On-board dilution, auto dilution/repeat/reflex, self-monitoring, clot detection, bubble detection, liquid level sensing, short-sample detection.
• Interference Detection: Ability to determine hemolysis, icterus, and turbidity levels without affecting throughput, flagging affected assays.
• Footprint: Equipment footprint must be limited to the exact size required for the analyzer and peripherals.
• Cost-Per-Test (CPT): Pricing model includes analyzer, reagents for 12 months, supplies, maintenance (preventive and emergency), dilution, repeat/confirmatory testing, quality control, calibration, and correlation studies.
• Ordering: Annual test volumes to be estimated, with delivery orders based on this volume. Shipments of reagents and consumables quarterly or biannually.
• Pricing: Inclusive of equipment, reagents, consumables, service, training, and shipping. Bi-annual reviews for quantity confirmation/adjustment.
