Statement of Work (SOW)

To provide non-personal supply services for Media Lab Document Control and Continuing Education Services at the 60th Medical Treatment Facility (MTF) and Armed Services Whole Blood Processing Laboratory - West (ASWBPL), David Grant Medical Center, Travis AFB, CA. These services are vital for the 60 MDG Diagnostics and Therapeutics Laboratory and ASWBPL to operate, encompassing document control, competency management, and inspection preparation.

• Provide subscriptions for Document Control and Continuing Education Services.

• Services include Compliance & CE, Histology CE, Document Control, Compass, Inspection Proof, Personnel Documentation, Exam Simulators (MLS, MT, MLT, Histology), and Intelligent Quality Engine (IQE).

• Specific user counts are defined for DGMC and ASWBPL-West sites for each service.

• Document Control must include version management, annual review tracking, and technician review notification, and maintain operating instructions online.

• Personnel Documentation must allow for uploading of documents like licenses or diplomas.

• Access privileges must be definable by users, with options to inactivate and add users.

• Continuing Education courses must meet or exceed ASCP education requirements.

• Document Control and Personnel Documentation must meet or exceed standards from CAP, CLIA, TJC, FDA, AABB, ISO, A2LA, ASHI, HIPAA, and HITECH.

• The hosted site must maintain network running at least 95% of the time.

• Contractor must notify the laboratory administrator of scheduled network downtime at least 48 hours prior.

• Telephone support must be provided during business hours (Monday-Friday).

• Minimal to no downtime during the transition of each Option Year.

• Period of Performance (PoP): Base Year (1 Aug 2026 - 31 Jul 2027) with four Option Years extending to 31 Jul 2031.

• Place of Performance: 60 MDG, 60th Medical Group, David Grant Medical Center, Travis AFB, CA.

• Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary, except for government-furnished property and services.

• Contractor must develop and maintain an effective Quality Control (QC) program.

• Contractor personnel must wear identification badges and identify themselves as contractor support personnel in all communications.

• Contractor personnel are prohibited from using retired or reserve component military rank or title.

• Contractor workers must comply with local installation access requirements.

• Contractor shall only accept modification instructions from the Contracting Officer (CO).
